PBF is up 216% on diesel. Washington just let Russian diesel in.

Not investment advice.

Line chart of US independent refiners rebased to 100 at the close of 2025-12-31: PBF Energy up 216% year to date, Marathon Petroleum up 183%, Valero up 170%, S&P 500 up 14%. A dashed line marks the US-Russia diesel agreement.

PBF Energy lost money for four straight quarters into mid-2025.
Last quarter it earned $906M and cut a billion of debt in ninety days.
The stock is up 216% this year.

Part of that is PBF: a major refinery came back online and operating costs came down. Most of it is the diesel crack, which went to a record when the Gulf closed in February. PBF has no upstream, no chemicals, no retail. Of the large US refiners, it is the one with the fewest businesses that are not the crack.

On Thursday Washington agreed to take Russian diesel and suspend the sanctions on it. Analysts are already asking whether the volumes are large enough to move global supply. That doubt is the whole trade, not a footnote.

Clargus traced the agreement to the listed names it touches directly: US independent refiners, through Russian diesel itself. In the two sessions since, PBF is down 6 points against the S&P while Valero and Marathon gave up 2 to 3. Two sessions do not prove the deal caused it. They do show which name the market treats as the crack.

My read: the refining trade changed character on Thursday. For eight months it was a supply shock you could model. Now it has an off switch, held in Washington, ahead of a midterm in which diesel is the most political price in America.

If the Russian volumes arrive, PBF has the most margin to lose. If they do not, the gap to Valero should close.

What proves this wrong: the November tranche is small and the crack holds. Watch the first cargo, not the press release.
